Now here in Waveoff Cydia tweak you need to command anything by your mouth. Instead you can just swipe your hand in front of your iPhone screen. It works on the principle of motion sensors which are present near the front camera of your iPhone. The swipe control will only work when phone is not in locked mode. This is because the motion sensors are disabled when the iPhone is in locked mode. Try to keep your palm near the proximity of the iPhone of about 1-2 inches. If you go farther than that; the tweak might not work or seems to work slowly. Also the tweak works nicely if your hand is closer to the front iPhone camera; as the sensors are present there.
